Banjarnegara – The current issue
of corruption is no longer a new thing in the life of Indonesian society. In
Law of the Republic of Indonesia Number 20 of 2001 concerning Amendments to Law
Number 31 of 1999 concerning Corruption Eradication, it is stated that
corruption is not only detrimental to state finances, but also a violation of
social and economic rights. Therefore, the criminal act of corruption is
classified as a crime whose eradication must be carried out in an extraordinary
manner.
Corruption in Indonesia has
become more widespread, not only among government administrators, public
officials and people's representatives but has spread to the grassroots
community. In fact, corruption within the government has grown vertically and
horizontally to the regions. One of the root causes for the development of
corrupt practices is thought to stem from the low integrity of the perpetrators
and the permissive culture of corruption. It is this cultural problem that
causes the eradication of corruption to always be incomplete.
In this regard, the Badan Pusat
Statistik (BPS) measures the Anti-Corruption Behavior Index through the
Anti-Corruption Behavior Survey (SPAK). SPAK measures people's opinions and
experiences on corrupt behavior, as well as socialization on anti-corruption.
The SPAK 2021 activity is carried
out in all regions of Indonesia, spread across 171 Regencies / Cities and in 34
provinces including Banjarnegara Regency. With a total sample of all of
Indonesia as many as 8,421 households. The sample selected in Banjarnegara
Regency was 34 households spread over 4 census blocks, namely in Desa Kertayasa,
Mandiraja Kec., Binorong Kec. Bawang, Village Sokanandi Kec. Banjarnegara and
Desa Lengkong Kec. Rakit.
Field enumeration in the SPAK
2021 activity in Banjarnegara Regency was carried out by officers from BPS Kabupaten
Banjarnegara. This activity starts on March 8 - April 9, 2021.
With the holding of SPAK 2021,
individual assessments, knowledge, behavior and experiences will be obtained
related to individual anti-corruption behavior in Indonesia. This survey also
measures the extent to which a culture of zero tolerance towards corrupt
behavior is internalized in each individual, especially in relation to
education and an anti-corruption culture.
